
Blight to Light
Made possible by the Elevation Grant Program

Together with 9 artists, we rejuvenated three vital alleyways in the Near Northwest Neighborhood, an area featuring Frank Young Park and Aspire House.
The alleyways are lined with highly visible murals and 12 art installations. They feature newly installed lighting and plants, which improve safety, pride, and ownership in our neighborhood.

Partnerships
We collaborated with residents, artists, students, and design professionals to transform our alleyways into safer, cleaner, and more practical pathways for all to enjoy. The Blight to Light project started in November 2023 thanks to a grant gifted by the Central Indiana Community Foundation (CICF), Mayor Joe Hogsett, and the Indianapolis Foundation.
Indy Parks
In 2024, significant upgrades were made to Frank Young Park, including new playground equipment, plants, and fences, making it a welcoming place for families to gather.
Pepper Construction
In May 2024, Pepper Construction donated labor and materials to pave and construct a courtyard behind Aspire House. We use this space for gardening alongside several benches that the team generously installed.
ESL Spectrum
Our partners at ESL Spectrum donated and installed lighting that illuminates the neighboring alleyways.
Indy Arts Council
The Indy Arts Council provided expertise in creating public art installations to strengthen identity in the Near Northwest Neighborhood.
TeenWorks
Teens in this 6-week summer program built and maintained our gardens near the alleyways.
Northwest Landing Neighborhood Association
We gathered community members to help pick up litter in the alleyways and blocks surrounding Aspire House for Earth Day.
Herron-Riverside High School and Liberty Grove Schools
Students and teachers from two nearby schools painted fences, rocks, and garden beds to add touches of beauty and happiness in the alleyways.
